As per a recent update, 15 passengers had returned from Dubai on Sunday, March 22, 2020, and as per protocol, they were given 'home quarantine' stamp upon arrival at Mumbai's CSIA. However, after receiving the stamp, they escaped from the without informing the authorities. Officers then found them outside a railway station and identified that they were heading to Punjab.

A police official confirmed the same, stating that "they disappeared from the airport without informing the authorities." 

Gajanan Kabdule, Senior Inspector at Khar Police station said that upon receiving the information, a search operation was conducted along with the civic and district officials and the team found them outside Mumbai's Khar railway at 1 pm.

Police handed them over to civic and district officials who then made necessary arrangements for them to travel by road.

A similar case was observed a few days back when four passengers with home quarantine stamps on their hands were travelling to Gujarat. Co-passengers observed the stamp on their hand and informed the ticket evaluator who then deboarded them at Palghar station. They were taken to a nearby hospital and then asked to travel by road. 

Keeping the critical condition of the city and state in mind, the Government of Maharashtra has taken strict measures to control the spread. The state government has announced that no more international flights arriving in Mumbai from Sunday midnight, and all the passengers arriving until then will have to be under mandatory quarantine for 14 days.
