The BMC administration has taken a decision to fill all the posts of departmental heads by promotion and remove the condition of 50% appointments of executive engineer and other higher grade posts through the MPSC. The civic administration has reportedly sent a proposal to the law committee for its approval.

The BMC holds the rights to appoint executive engineer and other higher grade officers. Still, it was a compulsion for the civic administration to consult the MPSC in case the appointment is for a period more than six months. The rights to appoint persons on these high-grade posts are with the municipal commissioner and the standing committee. Some of the posts are filled through direct examination.

As per Mumbai Municipal Corporation Act 80 (B), the BMC appoints executive engineer and other such high-grade posts only after consulting the MPSC and taking permission from the State government. There is no provision to fill these posts in 50:50 ratio and hence the civic administration has submitted a proposal to law committee to fill all such posts by way of promotion.

The persons promoted on such posts are experienced and hence the municipal corporation will reap benefits of their promotion, said Sudhir Naik, assistant commissioner of general administration department of the BMC.
