The Maharashtra government has issued a set of guidelines in order to observe Muharram amidst the COVID-19 pandemic in the state.

Moreover, in a circular released last week, the state government has prohibited processions and gatherings. Muharram, a festival observed by the Muslim brotherhood is observed in order to mourn the death of Hazrat Imam Hussain, in the battle of Karbala, in the seventh century. It marks the first and one of the sacred months of the Islamic calendar.

The guidelines are as follows:

  • In view of the curbs imposed due to the outbreak of the coronavirus in the state, mourning processions will not be allowed this year.
  • Moreover, keeping in mind the norms with regards to COVID-19, people who live in societies should not congregate to observe the day, instead, should attend cultural/social gatherings (Majlis) online.
  • The permission of the local administration is mandatory to set up Chhabils (stalls). Only sealed water bottles should be distributed from the Chhabils. Social distancing and public hygiene must be followed.
  • The notice also informed that this year, permission will not be given to take out Tazia. In addition, not more than 4 people will be allowed for any programmes.

On the other hand, according to the new guidelines issued by the state government on August 2, except for 14 districts in the state, all shops in other districts have been allowed to open till 8 pm instead of 4 pm on weekdays. On Saturdays, these shops can remain open till 3 pm, but on Sundays, only essential shops can function, the rest will remain closed.
