On Wednesday, March 2, the Maharashtra government eased restrictions imposed for the control of COVID-19. The restrictions have been eased by differentiating between administrative areas. This has been done depending on the present risk profile of the vicinity.

The orders issued by the state government will come into force from Friday, March 4. Municipal corporations have been divided into administrative units.

The List A administrative unit is one whose first dose vaccination is over 90 per cent, second dose vaccination is over 70 per cent, positivity rate is under 10 per cent.

Requirements of being fully vaccinated 

  • Establishments that cater to the public need to ensure that their staff is fully vaccinated.
  • Home delivery staff needs to be fully vaccinated
  • All users of any public transport should be fully vaccinated
  • Full vaccination against coronavirus is needed to visit malls, theatres, restaurants, sporting events, religious places and tourist places. 
  • The authorities could enforce full vaccination requirements on any public service wherein there is a possibility of interaction with others that could lead to the spread of COVID-19 and appropriate coronavirus restrictions cannot be put.
  • Staff working in offices or establishments, public or private that deal with the public needs to be fully vaccinated.
  • Staff engaged in industrial activity should be fully vaccinated

List of the rules put in place by means of the state directive includes:

  • Social events that include marriages, funerals and other gatherings are allowed in List A municipalities that include Mumbai to an extent of 50 per cent of the venue's capacity. But, in gatherings where over 100 people are anticipated, the District Disaster Management Authority (DDMA).
  • On the educational front, offline classes may commence in accordance with the orders of the concerned administrative departments of the state. However, academic institutions administrations have been encouraged to utilize the hybrid model. Similarly, pre-schools and Aanganwadis can recommence physically.
  • Home delivery services for all administrative units.
  • On the other hand, for List A municipalities that include Mumbai, the state has permitted 100 per cent capacity on shopping complexes, restaurants and bars, sports complexes, gyms, swimming pools, cinema halls, tourist places and entertainment parks. 
  • No restrictions for inter-state or intra-state movement for those fully vaccinated. On the other hand, the inter-state movement for those who aren't fully vaccinated will be dependent on a negative RT-PCR test valid for 72 hours. 
  • Government, private offices can function with full capacity.
  • Industrial, scientific institutions can function with full capacity. 
  • Those activities not mentioned above are permitted to the extent of 100 per cent capacity in the administrative areas in List A. 

By means of the circular, the government has also pushed for 100 per cent vaccination coverage, door-to-door vaccination drives, precautionary and adolescent doses as well as vaccination of teaching and non-teaching staff in educational institutions.
