The Brihanmumbai Municipal Corporation (BMC) has decided to revive the Clean-Up Marshal initiative. It was initiated before COVID-19 but had to be suspended due to the pandemic. This initiative aims to maintain cleanliness throughout the city. Throwing garbage and debris in public places is prohibited in Mumbai. These rules are being widely flouted by some people. Hence, marshals would be employed to monitor littering and fine violators between INR 200 and INR 1000. In all of Mumbai's wards, 720 clean-up marshals have been assigned.

 

Clean-up marshals will first issue warnings for the first eight to ten days, after which there will be online processes for collecting fines. To make online payments easier, an app development endeavour is in progress.

It was reported that some marshals engaged in unapproved fine collection during the outbreak of COVID-19, despite the fact that they were also entrusted with penalising those who failed to wear masks. The civic body terminated their contracts after learning about their unlawful activity in fine collection. Mumbai's streets are seeing a rise in trash and litter disposal due to a lack of clean-up marshals.

 

Revenue From Fines
Offenders in the future may be charged with fines ranging between INR 5000 and INR 10,000 in an effort to reduce pollution. They will have an option of paying online or by cash. It has been determined that 50% of the fine income will go to the contractor and the balance 50% will go to the BMC. The officials of the civic body are getting close to the end of the process of partnering with two banks to enable online fine collection. The clean-up marshals will start enforcing the rules this week after the bank connection process is completed.
