The Kamala Mills Fire incident last year was a wake-up call for the Mumbai Fire Brigade as it has come forward with an elaborate list for erecting temporary religious structures for the first time. Ganesh Mandals are now mandated to follow safety rules for putting up pandals in the city from this year.

Until this year, mandals were not required to seek separate permissions from the fire brigade as a go-ahead from the Brihanmumbai Municipal Corporation (BMC) was sufficient. However, the mandals will now have to submit a fire safety undertaking to their respective wards from now on along with the 23 safety rules, added to the codified fire safety requirements. 

The rules will apply to Ganesh and Navratri pandals, and other temporary religious structures. Inspections for the same will happen at the ward level.

According to the new rules, a fire marshal acquainted with summoning the fire brigade, evacuation and fire-fighting process has to be compulsorily appointed by the Ganesh mandals. The pandals must be erected at least 10 ft away from any building. It must be ensured that the pandal is not blocking any entrances, internal access ways, and approach roads. They should not be constructed around railway lines, furnaces, or electric substations. Pandals will also not be allowed to store anything below the stage.

Organisers will have to arrange fire extinguishers and hydrants with at least nine litres of water, and dry powder that is used for firefighting, based on the pandal’s size. Also, no bulbs, wiring, or floodlights be installed within 15 cm of any combustible decorative material. Carpet laid out in the pandal needs to be covered in fire repellant paint.
