
To make the civic administration in Mumbai more transparent, faster, and technology-driven, the Brihanmumbai Municipal Corporation has launched ‘CivitTwin’, India's first Artificial Intelligence (AI)-based construction/building permission system.
The launch of this system took place today, May 29, at the Jio World Convention Centre in the BKC complex during the ‘Mumbai Tech Week 2026’ event, under the auspicious hands of Chief Minister Devendra Fadnavis. On this occasion, Mumbai's Mayor Ritu Tawde, Brihanmumbai Municipal Corporation Commissioner Ashwini Bhide, and others were present.
The ‘CivitTwin’ system has been initiated under the vision of CM Devendra Fadnavis and the guidance of civic body chief Ashwini Bhide.

Due to incomplete applications, missing documents, violations of Development Control Regulations (DCR), or lack of necessary permissions, proposals often require repeated corrections. This process has so far been consuming a lot of time.
The ‘CivitTwin’ system has been developed as an effective solution to these problems. Additionally, it will help reduce the waiting period for home buyers and decrease uncertainty in projects.
How will this system work?
CIVIT TWIN will process more than 10,000 compliance checkpoints automatically. The platform fetches required documents from applicants, eliminating repeated submissions across multiple departments.
Machine vision and AI analyse architectural drawings and site plans to detect errors and by-law deviations before formal review. Applicants can fix issues in advance, potentially reducing rejections.
Twelve AI agents guide applicants through the submission process. They flag missing documents, incorrect entries, drawing errors, and deviations from development control regulations.
The system also offers WhatsApp-based support.
The process is also expected to streamline the approval pipeline from document submission to final permissions.
For homebuyers, the system is expected to improve transparency and increase the availability of compliant and verified housing inventory while potentially accelerating possession timelines.
