In a shocking development, the Congress has alleged a scam of INR 10,000 crores in allotment of Transfer Development Rights (TDR) and premium in a Project Affected People (PAP) housing plan by the Brihanmumbai Municipal Corporation (BMC).
Former civic leader of opposition Ravi Raja has claimed that there was a scam to the tune of INR 9,380 crores in the construction of 14,000 housing units for PAP in Chandivali, Mulund, Bhandup and Parel.
Congress alleged that the BMC has given builders benefits amounting to INR 9,380.25 crores in the form of credit notes during these projects. As these credit notes can be used any time, and are transferable, the civic body is set to lose the amount over the next few years, Ravi Raja said in a statement.
There is a clear TDR scam that has took place in BMC worth Rs. 9380 crores. It is in the context of @mybmc project to construct 14000 tenements for project affected persons in the city. We are filing a complaint with Lokayukta and requesting them to conduct an enquiry into it.

Ravi Raja made these statements during a press conference yesterday, May 19, and said that he has filed a complaint against the project before Lokayukta, Municipal Commissioner Iqbal Singh Chahal and Central Vigilance Committee (CVC) seeking a detailed inquiry.
These houses are supposed to be given to people who will be relocated due to various projects of the BMC like construction of storm water drainage, water pipelines, bridges, etc.
Ravi Raja accused the civic body of giving benefits of around INR 8,000-10,000 crores to developers in the PAP rehabilitation project.
BMC officials said they will review the allegation and reply.
