This week, the Mumbai Police Commissioner, Hemant Nagrale released a circular alerting his personnel of disciplinary action against those who sidestep him and advance to the DG or another unit head for transfer requests, reported the Indian Express.
This action can be contrasted against an occurrence in 2019 when 12 senior police officers circumvented Sanjay Barve the then city police commissioner. They had sent transfer applications straight to Subodh Jaiswal the then Maharashtra Director General of Police. The officers wanted to be transferred to the Maharashtra ATS that was led by Deven Bharti. In light of this, Brave made show-cause notices to those officers seeking a written clarification on why disciplinary action shouldn’t be taken against them.
The recent order by Nagrale comes amidst many officers writing to the DG office or heads of other units pursuing transfers, by dodging the Mumbai CP.
The circular released on Tuesday stated that it has come to the authority’s attention that officers and constables from the Mumbai police have contacted senior officials and heads of other units and submitted applications for transfers when they also go and assist in war rooms. In such applications, officers aren’t following the proper chain of command which is to be through their seniors and the remarks of the Mumbai police commissioner are not being considered.
Police officials state that the personnel must adhere to the due procedure, based on which an officer needs to submit transfer requests to the unit’s chief they are serving in. Which in this instance is the Mumbai Police Commissioner, who will make a decision based on the city’s population, nature of work, vacant posts and responsibilities. Officials stated that rules were violated by not following the said chain of command.
The circular also cautioned against disciplinary action if the order was breached.
