The Airports Economic Regulatory Authority (AERA) has approved a temporary user development fee (UDF) structure for the soon-to-be-operational Navi Mumbai International Airport.
According to the order, domestic outbound passengers will have to pay INR 620, while international passengers will have to pay INR 1,225, per ticket. The ad-hoc tariff will be applicable till March 2026 for the financial year 2025-26.
The Navi Mumbai International Airport, developed by Navi Mumbai International Airport Limited (NMIAL), is expected to become operational by the end of this year. The UDF is likely to be added to the ticket fare and will be a key revenue source for the airport’s initial operations and infrastructure recovery.
It comes barely a month after a similar hike was made in the UDF at Mumbai’s Chhatrapati Shivaji Maharaj International Airport (CSMIA), managed by Adani Airport Holdings. The revised UDF at Chhatrapati Shivaji Maharaj International Airport came into effect on May 16, 2025, and will remain in force till March 31, 2029.
As per the new rates, domestic outbound passengers will now be charged Rs 175 and international outbound passengers Rs 615. Additionally, arriving passengers will now pay a UDF of Rs 75 for domestic travel and Rs 260 for international travel.
This makes CSMIA one of the few airports in India where the fee is levied for both departure and arrival.
The hike in fares at Mumbai airport is part of a broader plan to raise funds for a capital expenditure programme of Rs 10,000 crore over the next five years.
According to The Indian Express, the funds will be used for measures such as redevelopment of Terminal 1, digital modernisation of Terminal 2, implementation of smart passenger processing systems and complete electrification and net zero carbon target by 2029.
Mumbai airport, which earlier charged the lowest UDF in the country (Rs 187 for international departures and 0 for domestic), has revised its fare structure as per AERA's consultation paper to increase its revenue per passenger (YPP) from Rs 285 to Rs 332. This is an increase of nearly 18 per cent.
As Navi Mumbai Airport (NMIA) gears up for opening and Mumbai Airport undergoes major improvements, passengers here will be charged an increased fare. The fare will be used to finance infrastructure and operational modernization works at the airport.
