The Navi Mumbai Municipal Corporation (NMMC) has been implementing the Animal Birth Control (ABC) program within its jurisdiction as per legal provisions. Since 2006, a Dog Control Center at Turbhe has been operational for sterilizing and vaccinating stray dogs in the city. Additionally, pet dog licenses are issued through divisional offices, and all pet owners are required to apply online for a license via the official website nmmc.gov.in.

Following the Supreme Court’s Suo Moto Writ Petition (Civil) No. 5 of 2025, dated August 22, 2025, and in line with the Maharashtra Government's guidelines, it is mandatory for local bodies to ensure animal welfare, while animal lovers and pet owners are also legally bound to follow regulations concerning pet care and safety.

The corporation has received several complaints from residents regarding issues like dog bites, aggressive behavior by stray dogs, and fear among children. Additionally, complaints have been made about the keeping and breeding of aggressive dog breeds such as Rottweilers, Pit Bulls, German Shepherds, Dobermanns, and others. These breeds are known for their aggressive temperament, and if left loose in public, they can pose a threat to people's safety.

In this context, all pet owners are advised to ensure that their dogs are properly vaccinated. While taking dogs out in public, they must be kept on a leash or belt, and a scoop must be carried to collect pet waste. It is also mandatory to fit a muzzle on the dog to prevent harm to others. Strict adherence to the guidelines issued by the Hon’ble Supreme Court and the Animal Welfare Board is required. Failure to use a muzzle while walking a dog in public will result in legal and punitive action.
