Is Mumbai the least corrupt of cities?

Mumbai- The government's decision of demonetisation has had an interesting fallout - corruption in the state slid drastically by 35 per cent over last year in the November- December period. More interestingly, Mumbai had the least number of corruption cases - only 66. Pune topped the list of offenders.
As against 184 cases of corruption recorded in the months of November and December last year, only  120 cases were registered in the same period in 2016. As in every year, the maximum corruption cases were reported from the state revenue department, according to Anti-Corruption Bureau. The MMRDA, police, panchayat samitis follow the revenue department in locations where the ACB found the most offenders.
The Anti-corruption Bureau has filed cases against 223 officers, 224 police officers, 109 Panchayat samiti officials and 52 MMRDA officers.
