As per recent developments, a new national regulatory body will be set up to regulate Higher Education which will be constituted in accordance with the Higher Education Commission of India Act, 2018. It is said that the proposal is currently under consideration of the Central Government.

The new commission will be called Higher Education Commission and the bill has been passed by the HRD ministry as a replacement for the UGC. Further, the HRD ministry also uploaded a draft of the bill on its official website and asked for feedback from the people, the deadline for which will be 5:00 pm on July 7. The government also intends to pass the bill in the ongoing monsoon session in the Parliament.

Earlier, the plan was to keep a solitary regulatory body for Higher Education, Technical Education and Teacher Training, after which institutes such as UGC, AICTE and NCTE would be scrapped. Instead, the government has now decided to focus on quality education and has brought Higher Education Commission in place of UGC.

As per the proposed law, the new body will have the right to decide the qualitative standards for the educational institutions. The commission will also be eligible to shut down bogus and unqualified educational institutes and can impose a fine if institutions do not comply with the directives of the Commission, owing to which the directors of the institution can be arrested.

Currently, most of the time and resources under the UGC are consumed in providing funds to various educational institutes and the work of improving the education standards eventually gets overlooked. However, the new commission will rectify all the former errors and will focus on improving the quality of education.
