The Maharashtra government has introduced mandatory safety measures for schools across the state, including the installation of CCTV cameras. The decision comes in the aftermath of an incident in Badlapur where two four-year-old girls were allegedly sexually assaulted in a school washroom, leading to widespread protests. This move aims to enhance student safety and ensure stricter monitoring within school premises.

New Safety Guidelines

In response to the public outcry, the government released a new government resolution (GR) outlining updated safety protocols for schools. The GR was developed based on recommendations from a special committee formed after the incident. Over the past month, various guidelines have been introduced, reinforcing the need for schools to adopt stronger safety measures. Private schools across the state are now required to install CCTV cameras at strategic locations, while government and local body schools that have not yet installed them must prioritize the process. The government has allocated 5% of the District Planning Committee (DPC) funds specifically for this purpose, with schools facing strict consequences, including possible derecognition, for failing to comply.

Staff Background Checks and Appointments

In addition to enhancing surveillance, the GR mandates thorough background checks for all non-teaching staff, including those hired through external agencies or on a contractual basis. The resolution further recommends appointing female staff to handle students in pre-primary and elementary grades (up to Class 6) to create a safer environment for younger children. The Sakhi Savitri Committees, which have been working to safeguard schoolchildren, will continue their efforts under the new guidelines, ensuring that safety protocols are consistently upheld.

Committees for Safety Oversight

As part of the new measures, the government has directed schools to establish safety committees that include parents, teachers, and school management. These committees will meet monthly to review student safety and report any issues or concerns. At the state level, a student safety committee has been formed, chaired by the school education commissioner, to oversee the overall implementation of these safety initiatives. With these measures, the Maharashtra government aims to create a more secure learning environment for children, ensuring that incidents like the one in Badlapur are prevented in the future.
