Panel Finds Metro Car Shed at Kanjurmarg Could Save up to ₹1,580 Crores

A committee appointed by the State Government in January to sort out the issues concerning Metro 3 car shed has said that a depot at Kanjurmarg has the potential to save up to ₹1,580 crores in construction and land costs. Times of India, which accessed the panel’s report, found that the Kanjurmarg plot can have up to 55 rakes whereas Aarey site can only hold 30 rakes.

The committee headed by Chief Secretary Sanjay Kumar goes on to mention that the plot, spanning 41-hectares, can be used to bring together Metro lines 3, 4, and 6. In this event, the report says “interchange station of Line 14 and Line 6 can be proposed at Kanjurmarg, facilitating better interchange between Lines 3, 6 and 14.”

The panel further said that the depot capacity at Aarey will be exhausted by 2031 which could potentially create hurdles later. If the car shed were to be implemented in Aarey, an expansion in the future would see the felling of 1,089 trees and an additional five hectares of space. 

“The current land and design of the depot is insufficient to cater to the project design life of Metro 3. If expansion is done in the five-hectare adjoining land (kept aside for tree transplantation), more than 1,000 trees will have to be cut/transplanted… Shifting of Metro 3 (depot) from Aarey to Kanjurmarg will help in saving forest land and will have a greater positive impact on the environment,” the committee said.

Speaking on the suitability of the plot, the committee added, “The Kanjurmarg depot site is technically suitable and adequate for planning and design of the integrated depot-cum-workshop for the design traffic (capacity) of Metro 3, 6 and 4. Moreover, the Kanjurmarg site is located at the end of Line 6 and at the intermediate location of Line 4. Therefore, it favours basic requirements for insertions and withdrawals of trains during peak and off-peak periods.”

The committee was set up by the State Government after the Bombay High Court ordered a stay on construction at the Kanjurmarg plot following the Central Government’s objections to the use of land. It’s worth mentioning that this is the third panel to be instituted since the car shed controversy came to surface. 

The first committee was established in 2015 under then Mumbai Metropolitan Region Development Authority (MMRDA) commissioner UPS Madan, which also recommended Kanjurmarg. The second committee was formed under Additional Chief Secretary, Manoj Saunik. However, this early 2020 report favoured the Aarey plot for the car shed.
