The Mumbai board of MHADA has finally appointed a Construction and Development Agency (C&D), i.e. a private developer, for the redevelopment of 25 buildings of Sindhi refugees in Sion, Koliwada, and GTB Nagar, according to the report by Indian Express. In the tender for the appointment of a private developer, Keystone Realtors, a company of the Rustomjee Group, has finally won the redevelopment contract.
Accordingly, the redevelopment of GTB Nagar will now be carried out by Keystone Realtors. The company has also been issued an acceptance letter by the board.
The dilapidated condition of 25 buildings built in 1958 for Sindhi refugees in GTB Nagar necessitated their urgent redevelopment. These buildings were immediately vacated after they were included in the Brihanmumbai Municipal Corporation's (BMC) list of highly dangerous buildings. The buildings were vacated, but redevelopment was not on track. Ultimately, the state government entrusted the entire responsibility for the redevelopment of these colonies to the Mumbai Board of MHADA.
After taking this responsibility, the board decided to redevelop these buildings as per the C&D model on the lines of Motilal Nagar and started the bidding process. This bidding process started last year. However, a private developer approached the High Court against this tender process.

After the court's decision went against him, the developer challenged the decision in the Supreme Court. This delayed the tender process and delayed the redevelopment. However, the Supreme Court dismissed the developer's petition in April 2025 and cleared the way for the redevelopment.
The board then immediately resumed the bidding process and finally Keystone Realtors was appointed as C&D and an acceptance letter was distributed. Therefore, the redevelopment of these colonies will begin soon.
GTB Nagar has been built on an area of about 11.20 acres. This colony, established in 1958, has 25 buildings and 1200 flats. These 1,200 flat holders will be given 635 square feet of houses under redevelopment. MHADA will get 25,700 square meters of area under redevelopment. 500 houses of 450 square feet each will be constructed on this land and these houses will be made available to the general public through lottery.
Keystone Realtors will now prepare a detailed plan of how exactly this redevelopment will take place, and how many storeys the buildings will have. After that, the actual redevelopment will begin. To ensure that this redevelopment is carried out in a proper and guided manner, MHADA Vice Chairman Sanjeev Jaiswal has directed the Mumbai Board to constitute a committee of 5 to 7 members from cooperative housing societies to closely monitor the progress of the project.
20 thousand house rent per month
The 1200 residents of this colony will be given a house rent of INR 20 thousand per month. From now on, the residents will be given house rent until the project is completed. Also, the residents will be paid a maintenance fee for five years by the Mumbai Board.
