MHADA has decided to cancel the 11% reservation in housing projects for people's representatives, state government, central government and MHADA employees as they do not belong to the minority group. In their place, reservation will be given to oppressed women, senior citizens, transgenders and unorganised workers, as per the report by Loksatta. The Mumbai Board of MHADA has sent a proposal to the state government for approval to cancel the 11 percent reservation in the MHADA home for government employees and people's representatives and apply it to oppressed women, senior citizens, transgenders and unorganised workers.

As the MHADA lottery criteria remained unchanged for many years, a committee was formed under the chairmanship of former Lokayukta Suresh Kumar in 2012-13. The committee submitted a report on December 18, 2014, however, the MHADA ignored it till 2022. But now MHADA has taken steps to implement some of the recommendations of the report. 


Accordingly, it has been decided to cancel the two percent reservation for MHADA employees, public representatives, central government employees and five percent for state government employees in the minority group. As applicants from this category do not fit in the minority group, applications for these houses do not come. As a result, houses remain empty. If there are no applications for this category, these houses are opened to the general category applicants and are drawn accordingly.

There was criticism over the reservation for MLA-MPs in a very small group. These reserved houses, which remain vacant at the time of the draw, have to be brought in the draw for the general public. Therefore, MHADA has decided to cancel this reservation for minority groups. While cancelling the reservation for public representatives, it has been decided to cancel the reservation for MHADA and central-state government employees as well, informed a senior official of the Mumbai board. It was decided to cancel the total 11 percent reservation of these four categories and give reservation to other needy people as per the recommendation of Suresh Kumar Committee.



Regarding the draw of July 18

In the draw of 4082 houses by the Mumbai Board on July 18, 1,947 houses under the Pradhan Mantri Awas Yojana have been reserved for people's representatives, MHADA, state and central government employees as per rules. But these employees do not belong to the minority group. That is why there are 39 houses for people's representatives in PMAY, but not a single application has been received. 39 houses are also reserved for MHADA employees, but not a single application has been received from them. While there are 39 houses for central government employees, not a single application has been filed for them. A total of 97 houses are reserved for government employees and for this, 15 applications have been filed with deposit amounts. In the meantime, the houses for which no application has been received will be divided into categories for applicants from the general group during the draw. Therefore, MHADA has clarified that these houses will not remain empty.

What is the proposal?

  • 4 percent for oppressed women 
  • 2 percent for senior citizens
  • 1 percent to transgenders
  • 4 percent for unorganised sector workers

Why the decision?

There is a total of 11 percent reservation for people's representatives, MHADA employees as well as central and state government employees in the lowest income group in the MHADA draw. But since no one from this category falls under the low income group, these houses remain vacant and then have to be shifted to other categories. So now this 11 percent reservation will be cancelled.
