In a move aligned with its recently approved Electric Vehicle Policy 2025, the Government of Maharashtra has resolved to extend toll exemption for electric vehicles (EVs) to the Bandra-Worli Sea Link (BWSL), in addition to previously announced expressways and infrastructure corridors.
The decision was taken days after toll waivers for EVs were declared on the Mumbai-Nagpur Samruddhi Expressway, the Mumbai-Pune Expressway, and the Mumbai Trans Harbour Link, also known as Atal Setu. The inclusion of the BWSL under the same exemption scheme has now been given in-principle approval, and an official notification is anticipated shortly. As per the planned implementation, the toll waiver for EVs across these major corridors is expected to impose a financial impact of ₹3,000 crore on the state exchequer over a five-year period. This expenditure is set to be borne by the state as part of its commitment to accelerate EV adoption, curb vehicular emissions, and encourage domestic manufacturing in the green mobility sector.
To oversee and operationalise the various provisions under the EV policy, a steering committee is to be constituted, with the Chief Secretary of Maharashtra designated to serve as its chairperson. This committee will be responsible for finalising the framework and timelines for the BWSL toll waiver and other benefits outlined in the policy. The Maharashtra Electric Vehicle Policy 2025, which received cabinet approval on April 29, has been positioned as a comprehensive roadmap to establish the state as a national leader in the EV transition. Key focus areas of the policy include widespread EV adoption, carbon reduction, and industrial promotion through incentives.
The policy offers a multi-pronged incentive structure including subsidies on EV base prices, full exemption from motor vehicle tax, and toll relief across state-managed roadways. In addition to full waivers on select expressways and sea links, a 50% toll discount has also been introduced for EVs using routes maintained by the Public Works Department, the Maharashtra State Road Development Corporation (MSRDC), and the Mumbai Metropolitan Region Development Authority (MMRDA). The official notification regarding the BWSL toll waiver is expected to be issued in the coming week. Once the steering committee is formally appointed, final decisions concerning implementation timelines and coverage details will be undertaken.
