As metro travel becomes an integral part of daily commute for millions of people in India, the government has announced a major change in the compensation structure for metro rail accidents under the Metro Rail (Claims Processing) Rules, 2025.

The new provisions have been made with an aim to provide financial support to passengers or their families in case of injury or death during the journey.

These updated rules are applicable in all metro-operating cities in India. These include Delhi, Mumbai, Kolkata, Bengaluru, Chennai, Pune, Nagpur, Noida, Kochi, Ahmedabad and other cities where metro networks are currently active.

As per the revised rules, the compensation amount has been significantly increased. According to a report by Economic Times citing the new rules, if a passenger dies in a metro-related accident, his family will now get a maximum compensation of Rs 8 lakh, which is much higher than the previous limit of Rs 5 lakh fixed in 2017.

For serious injuries like loss of both arms, both legs or one arm and one leg, passengers can now get compensation of up to Rs 8 lakh, which was earlier Rs 4 lakh.

- For fracture of the hip joint or fracture of the major bones of the leg (femur, tibia), compensation will now be Rs 1.6 lakh.

- For spinal fracture, which does not cause paralysis but hinders movement, compensation of Rs 2.4 lakh will be provided.

- In case of hemiplegia (partial paralysis), compensation of Rs 4 lakh will be provided.

Importantly, the amended law also includes a clause for unlisted injuries. If the nature of the injury is not mentioned in the official list but makes the victim permanently unfit for work (as assessed by the Claims Commissioner), the affected person will get compensation of Rs 4 lakh.

The process of filing a claim has also been simplified. The Claims Commissioner now has clearly defined powers and time limits for filing and settling claims have been set to ensure speedy redressal. Applicants are required to submit relevant documents, which will be verified before compensation is paid.
