Reports shared by the state government recently revealed that a sum of INR 74.6 crore was recovered by the concerned deparment in the last four months during the Lok Adalats. Following the same, the state Highway Police department plans to recover the pending INR 586.89 crore in the same manner, in the coming months.

These fine amounts are being collected for the e-challans which were issued for violations as many vehicle owners have failed to pay the same since the beginning of 2019. A report regarding the same was published in the Hindustan Times, which quoted the ADG of Highway Police, Kulwant Sarangal, who said, “So far, this is the best way to recover the pending unpaid fine amount.”

He also added that the department will continue to collect unpaid challans in this manner and if unpaid, then the government will plan to take strict measures and will recover the fine amounts. Data reveals that approximately 6.8 lakh challans have been issued by the police and the recovery amount sums upto INR 22 crores. This has been more than the amount collected previously by the officials.

After observing the success of Lok Adalat, the department increased the work and sent notices to over 36 lakh violaters and collected more than INR 51 crores during the second lok adalat. This method has proved to be successful as violaters have paid the fines as directed. Earlier, the notices were being sent via post and no response was being received. However, more notices will be sent before the upcoming Lok Adalat is held in March 2022.

Over INR 1,190 crore has been pending since the e-challan was introduced by the government and the department aims to recover the same. An order was issued by the High Court whereby the vehicle owners had to either pay the amount or appear before the court at the Lok Adalat. Notifications were sent via text message which included the link to appear at the Lok Adalat, failing which additional fine amounts were added.
