The Maharashtra government has recently granted administrative approval to organize a training program under the Mission Karmayogi initiative for police officers and staff of the Commissioner of Police, Mumbai. This initiative aims to motivate and equip these law enforcement professionals to better serve the citizens of Mumbai. The Mission Karmayogi initiative, spearheaded by the Central government's Capacity Building Commission (CBC), is a visionary endeavor designed to create a highly competent civil service deeply rooted in Indian values and priorities. The goal is to cultivate a shared understanding among civil servants and promote harmonious cooperation to enhance the effectiveness and efficiency of public service delivery.

Proposal Submitted by Mumbai Police

An article in the Free Press Journal mentioned that reliable sources to the publication have confirmed that the Mumbai police submitted a comprehensive proposal outlining the design and implementation of the training program to the government. This proposal was a pivotal step towards realizing the objectives of Mission Karmayogi in the realm of law enforcement. An official familiar with the initiative emphasized the positive impact it has had on government servants. The CBC, in alignment with the Mission Karmayogi initiative implemented in New Delhi, places particular importance on behavioral training for police officers who have direct interactions with citizens. To this end, the CBC submitted detailed information about the training of selected police master trainers from Delhi, along with an evaluation report, to the government on July 20, 2023.

Pilot Program for Mumbai Police

Given the purpose and outcomes of this training, the government is actively considering the provision of training to police officers and staff working under the Commissioner of Police, Mumbai. This training would be conducted on a pilot basis as part of the Mission Karmayogi initiative. Administrative approval has been granted for a five-day training program for 550 master trainees at the Commissioner of Police's establishment in Mumbai. Additionally, this program will extend to cover 45,000 police officers and staff in the Mumbai Police force as part of the Mission Karmayogi initiative. The training will be carried out in phases, with the selection of the training institute and program implementation being determined based on the Request for Proposal (RFP) prepared by the CBC. The overall execution of the program will be overseen by the Commissioner of Police, Mumbai.

World Bank Support for Mission Karmayogi

In a parallel development, the World Bank has lent its support to India's Mission Karmayogi by approving a $47 million project in April 2022. This project is aimed at bolstering the capacity of the country's civil service, which comprises nearly 18 million individuals, with a majority serving at the state government and local authority levels. The World Bank's financing is in alignment with the Indian government's objectives to enhance both functional and behavioral competencies among approximately four million civil servants. While India has made significant progress over the past decade, Mission Karmayogi seeks to prepare the civil service for the challenges of the twenty-first century, making it more agile, adaptable, and citizen-centric.
