The Maharashtra government has made public the new Gymkhana policy. It gives broad authority to district collectors and mandates gymkhanas to accept senior state and central government officers as service and permanent members.
The policy has been released by the Revenue Department. It was signed by Chief Secretary Rajesh Kumar and announced on Thursday, July 31.
The new rules include updated annual lease rates and a revised membership fee structure for officers.
For lease, gymkhanas in Category A, with land over 20,000 sq. m., must pay 1% of 10% of the RR value. For Category B, covering 10,000 to 20,000 sq. m., the rate is 0.5% of 10%. For Category C, less than 10,000 sq. m., the rate is 0.25% of 10%.
Gymkhanas must now keep 5% of their total membership strength for Group "A" officers from the state and central services.
The officers will be given service membership. If five such officers keep their service memberships for five years, they must be granted permanent memberships.
For non-sporting events, gymkhanas can rent out their spaces. Category A gymkhanas can charge INR 1.5 lakh per day. Category B can charge Rs 1 lakh, and Category C can charge INR 50,000.
Gymkhanas must offer the space for free to the government or public for five days a year. The District Collector will decide the usage of the space on these days.
Gymkhanas are no longer allowed to suggest or restrict the choice of caterers or decorators for any non-sporting event.
Gymkhanas must submit a list of qualified service members to the District Collector. The Collector will review and recommend five names for permanent membership.
The conversion fee from service to permanent membership is fixed at INR 5 lakh for Mumbai gymkhanas. In other parts of Maharashtra, gymkhanas can charge up to INR 2.5 lakh. This is seen as significant since memberships in South Mumbai gymkhanas usually cost between INR 50 lakh and INR 1 crore.
