Maharashtra Chief Minister Devendra Fadnavis has said the state’s newly launched Maharashtra Land Bank digital system will help accelerate infrastructure development by making government land information easier to access, verify and allocate.
The unified digital dashboard brings land records held by different state government departments onto a single platform. The system was launched after the Maharashtra Cabinet meeting on Tuesday, September 1, as part of the state’s efforts to modernise land administration and reduce delays in government land-related processes.
Fadnavis said the platform would support better utilisation of government land, speed up land mapping and reduce delays in decision-making. It is also expected to help ensure the availability of land required for compensatory afforestation, an important requirement for several infrastructure and development projects.
The new system addresses a long-standing challenge caused by government land records being spread across different departments and administrative levels.
Previously, officials often faced difficulties in obtaining updated information on the availability, size, current use and legal status of government land. The fragmented nature of records could also make it difficult to identify violations of land-allocation conditions.
The Maharashtra Land Bank is designed to bring these records together into a single digital repository, combining land records with physical inspections, GIS-based analysis and management information system (MIS) reporting.
This is expected to give government departments a clearer and more updated picture of available land and help them make faster decisions.
The Maharashtra Land Bank comes alongside another major land-records initiative launched by the state government — MahaBhumi Stack.
The citizen-focused platform is designed to bring multiple land-record and revenue services together through a single digital gateway. According to the state government, the system is intended to make property transactions more transparent, reduce dependence on intermediaries and help curb land-related fraud.
MahaBhumi Stack integrates access to a large volume of land records, including more than 35 million 7/12 and 8A extracts, over 15 million land maps and property cards, and nearly 400 million scanned records, including mutation documents, older property registration records and updated revenue court case information.
Citizens can use the platform to access information about a land parcel using its survey or group number in rural areas, or its CTS/city survey number in urban areas.
The information available can include the current occupants, rights recorded in the 7/12 extract, mutation history, transaction references, survey and measurement details and village maps.
The government expects the two initiatives to reduce the need to access multiple land-record portals and visit government offices for routine land-related information.
Revenue Minister Chandrashekhar Bawankule said the digital system would help citizens independently verify land records, including ownership rights, encumbrances and pending legal proceedings.
Together, the Maharashtra Land Bank and MahaBhumi Stack represent a broader push towards digitising land governance in the state. While the Land Bank primarily focuses on improving the identification, management and allocation of government land, MahaBhumi Stack is aimed at making land-related services and records more accessible to citizens.
The government expects the initiatives to improve transparency, reduce administrative bottlenecks and support faster decision-making in land and infrastructure-related matters.
The digital platform includes several features aimed at improving the identification and verification of land parcels.

Officials can conduct preliminary checks of survey numbers, total land area and land classification using e-Pherphat, or electronic mutation records, along with existing documentation.
Field inspections will then help verify the actual physical status of a land parcel, including the availability of unallocated land and any violations of the conditions under which land was previously allocated.
The system will provide dedicated portal access to Tehsildars, allowing them to update the allocation status of government land and Occupant Class-II (Bhogwatdar Varg-2) land.
Officials will also be able to record violations of land-allocation conditions through the digital platform.
The system’s location-based mapping capabilities will allow authorities to analyse available land parcels and track pending allocation cases spatially. Government departments will also be able to submit land requisitions online and move applications through scrutiny, verification and approval processes.
The platform will record site inspections digitally, including GPS coordinates, dates and timestamps, providing a more transparent record of field-level verification.
