Being a financial hub, Mumbai has offices of many reputed organisations. So there are more job opportunities in Mumbai and the number of people coming from Mumbai metropolis to East, West and South Mumbai is more. As a result, the stress on local trains running through the Mumbai section of Central Railway has increased. Many travellers face various problems while travelling through the crowd.

From time to time passengers also lose their lives in accidents. Therefore, under the 'Zero Death' campaign, the Central Railway administration had corresponded with 675 organisations such as local Swaraj Sanstha, government, semi-government, municipal and private offices in Mumbai and requested to change the office hours of the employees. 10 of these institutions have agreed to change office hours.

1,810 local trains run daily from the Mumbai section of Central Railway. Out of these morning and evening local flights carry more passengers than capacity. At this time, many passengers risk their lives by standing by the door. Also, if the local runs untimely, the passengers of two to three locales crowd in one local. As a result, passengers die due to incidents such as falling from the local, hitting an outside pole while inside the local.

For this, the Central Railway has made two shifts of about three thousand employees in the Mumbai division. The timing of the first shift in the morning has been changed from 9.30 am to 5.45 pm and the second shift from 11.30 am to 7.45 pm as usual. Also, correspondence has been sent to 675 organisations so far and 13 organisations have responded positively. Rajnish Kumar Goyal, Divisional Railway Manager of Mumbai Division of Central Railway, expressed the belief that there will be an increase in this in the coming time.

Every day the crowd is increasing in Mumbai and it is not under the control of any administration. Due to this, the stress on the transport system has increased at present. Central Railway Administration is facing many difficulties to increase local trains, new railway lines and increase additional railway lines. As a result, the administration is finding it difficult to control the unruly local crowd. As a cost-free solution to this, the Central Railway Administration believes that by changing the office timings in Mumbai, it is possible to break the congestion in local areas. Therefore, in November 2023, a request letter was sent to hospitals, municipalities, police administration, public representatives, private institutions, banks, financial institutions and other offices in Mumbai to change the office hours of their employees.

Postal Headquarters (GPO), Bombay Stock Exchange (BSE), Bhabha Atomic Research Center (BARC), All India Association of Industries, Bajaj Electricals, IRB Infrastructure Development, General Insurance, Godrej & Boyce, Gammon India Ltd., GlaxoSmithKline Pharmaceutical, Mumbai Railway Development Corporation (MRVC), Jamnalal Bajaj Institute, Roche Products have started changing their office hours.

Many passengers were dying due to overcrowding in the local area. Therefore, the 'zero death' campaign is being implemented to decongest the daily journey of local passengers. A positive response has been given to the plan to change the office hours for this. Presently MRVC regular timing is 9.30 am to 6 pm. However, employees are allowed to come between 9.30 am to 10.30 am. The leave time has been fixed accordingly, giving an hour's grace to the employees.

Currently, 50 percent of the employees' office hours are during off-peak local hours. So, another 23 percent of staff time is planned to be included in this. Efforts are being made to reduce the burden of congestion in locals and increase the safety of the passengers, said Godrej Boyce in a statement.

2 hours flexibility is given in their office hours to relieve the employees from the rush of commuters in the local.
