The Mumbai-Ahmedabad bullet train project’s construction has started in Palghar and Thane districts. This development is part of the project's package C3. This part covers the stretch from Shilphata to Zaroli village on the Maharashtra-Gujarat border.

The National High-Speed Rail Corporation Ltd. (NHSRCL) has nearly completed 135 km of geotechnical investigation and has begun constructing two mountain tunnels and pier foundations in the region. Casting yards for girder full span and segment casting are also being established.

Package C-3, spanning 135.45 km, includes earth structures, viaducts, bridges, and 36 crossings, with 12 being steel bridges. The project will feature river crossings over the Ulhas, Jagani, and Vaitarna rivers, six mountain tunnels, and a cut-and-cover tunnel. Thane, Virar, and Boisar stations will be part of this segment.

NHSRCL has also commenced building India's first underwater tunnel, a 21-kilometre stretch connecting Mumbai's Bandra-Kurla Complex with Shilphata. Three boring machines are employed for the majority of the tunnel, with the New Austrian Tunnelling Method (NATM) planned for the final 5 km.

The central government along with Gujarat and Maharashtra governments are funding the project, contributing INR 10,000 crore and INR 5,000 crore each, respectively. The total estimated cost is INR 1.08 lakh crore, with Japan providing a loan for the remainder at a 0.1% interest rate. This project marks a significant step in modernising India's transportation infrastructure.
