A heated argument broke out during a general body meeting of the Brihanmumbai Municipal Corporation (BMC) over a proposal to cancel the civic school adoption policy. The disruption followed a notice of motion submitted by Congress corporator Haider Ali Shaikh, who demanded that the policy allowing private organisations and NGOs to adopt municipal schools be scrapped.

The school adoption policy, introduced in 2007, permits private institutions and non-profit organisations to manage certain municipal schools with the aim of improving infrastructure, teaching standards, and overall administration. However, Congress members alleged that several adopting organisations have failed to meet required standards, particularly in appointing qualified teachers. They claimed that some schools hired teachers who did not clear the mandatory Teacher Eligibility Test (TET), potentially affecting the quality of education.

Members of the BJP strongly opposed the proposal, arguing that the policy has helped improve school facilities and student outcomes. They accused the Congress of raising objections for political reasons rather than genuine concerns about education standards.

The debate escalated into loud exchanges between members of both parties, leading to chaos in the house. Despite attempts to restore order, the confrontation continued for some time. In the end, the proposal to withdraw the adoption policy was rejected by majority vote, and the policy remains in effect.
