The Brihanmumbai Municipal Corporation (BMC) on Thursday, September 9, released a fresh Expression of Interest (EOI) for 26 slum redevelopment projects in the M/East ward. This comes five months after an earlier EOI for 64 civic plots received a weak response.

The renewed EOI majorly includes areas from M/East ward, such as Deonar, Mankhurd, and Govandi. The new EOI focuses on reconstructing 26 plans, including eight plots that previously received only one bid. It should be noted that the M/East ward is home to low-income groups and faces issues like encroachments and limited land potential.

The deadline for EOI submissions is September 30. Contractors will handle slum surveys, planning, permits, tenement construction, and maintenance. The EOI document will be available on the BMC website from September 15, and developers are required to submit their applications by the September 30 deadline.

Earlier, the BMC had called for developers to submit EOIs on May 10 for the reconstruction and rehabilitation of 64 municipal plots across 11 civic wards. Due to technical difficulties, 17 plots were put on hold. When the BMC reissued tenders for the remaining 47 plots, it received over 100 offers for about 29 proposals. However, only one developer submitted offers for eight slum plots.

Most of the earlier responses were for plots in the western suburbs, including Borivali, Andheri, and Worli. Only a few offers came from eastern suburbs like Mulund. The majority of plots with no bids are now in the M/East ward. Other plots with limited interest were in eastern wards. 

The current redevelopment plans cover approximately 8.37 lakh square metres of land, including nearly 49,000 slum structures. The projects will follow the DCPR-2034 Regulation 33(10) guidelines for slum rehabilitation.
