In order to stop fraud in the city's garbage lifting process, the Brihanmumbai Municipal Corporation BMC) decided to give the contract to one contractor who will have his own garbage compactor (vehicle), his own labourers who will load and unload the waste till the dumping ground and will also provide bins to the societies.
Currently, the civic body appoints a contractor who provides large garbage bins to the societies while the BMC labourers lift the bins and load them into the vehicles. At the dumping ground, there are BMC workers who unload the waste into dumping grounds. Amidst this, if the BMC officials suspect that the contractor has mixed debris with the waste to increase the weight, the contractor gets away with it saying that the BMC workers unloaded the waste into dumping ground.

To stop this practice, the BMC administration thought of awarding the contract to one agency, alone.
For now, such contracts will be first implemented in wards namely R-South, which includes Kandivali, Charkop and Poisar; R-North, which includes Dahisar; R-Central, which consists of Borivali, Gorai, Magathane and T ward – Mulund. These areas have been chosen because of expired garbage transportation contracts. The total contract cost will be ₹400 Cr and it would be for seven years.
