Construction materials will no longer be allowed into Yeoor without prior approval. Only those with valid building permissions issued by the Thane Municipal Corporation’s City Development Department will be permitted to transport materials into the area. Even for approved constructions, it will now be mandatory to register the permission details, type of materials, and vehicle information at the forest department checkpoint at the Yeoor entrance.

This decision was made following a review meeting chaired by Thane Municipal Commissioner Saurabh Rao, in light of ongoing actions against unauthorised turf structures in Yeoor, as directed by the High Court.

Of the 10 turf structures in Yeoor, 8 had already been removed. One structure was authorised, and action was underway to remove another, as its extension deadline had expired. Deputy Commissioner Dinesh Tayade informed the meeting that a survey of all unauthorised commercial constructions in the area is also in progress.

Commissioner Rao instructed that the Encroachment Department, with assistance from the City Development and Property Tax departments, should conduct on-ground inspections and classify the unauthorised commercial buildings by type. The inspection should verify:

  • If land use matches the original permission

  • Whether the structure has environmental clearance

  • Valid building permissions from the Corporation

  • Licenses from the Food and Drug Administration (FDA)

He emphasised that immediate legal action should be taken by Assistant Commissioners against unauthorised structures.

Strict Regulation on Lighting, Sound, and Crackers

Yeoor has also received complaints from the Indian Air Force regarding excessive lighting and unauthorised construction. Therefore, use of high-intensity lighting is now restricted. The Municipal Corporation will issue directives to MSEDCL (MahaVitaran) to ensure careful provision of high-voltage electricity.

Commissioner Rao also warned private bungalow owners against excessive lighting, use of loudspeakers, and bursting firecrackers. In this context, 188 notices have been served recently, and 18 cases have been registered for violations such as use of loudspeakers and firecrackers, as informed by DCP Prashant Kadam (Zone V).

Coordination Committee for Yeoor

Given the environmental sensitivity of Yeoor and the challenges it faces, a coordination committee will be formed under the chairmanship of the Additional Commissioner. This committee will include senior representatives from the Municipal Corporation, Forest Department, Police, Air Force, Revenue Department, FDA, MSEDCL, and NGOs. This idea was proposed by petitioner Rohit Joshi.
