BMC Sends new EoI to build Waste-to-Energy Plant at the Deonar Dumping Ground

The Brihanmumbai Municipal Corporation (BMC) which recently awarded a contract to build a waste-to-energy plant at the Deonar dumping ground, has issued a new global Expression of Interest (EoI) for a second plant which would be capable of processing 1,200 to 1,800 metric tons of garbage each day.

“As per the EoI, the details of the plant are available on the corporation’s website. The EoI applications should reach us between January 22 and February 22 this year. The corporation has also invited suggestions from citizens,” an official from the Solid Waste Management Department was quoted as saying by mid-day

Nearly three years ago, the BMC made changes to its policy to allow smaller waste management plants at the dumping ground. This comes as the civic body has been trying to implement waste-to-energy plants at the Deonar dumping ground for the past 7 years.

In 2013, the Bombay High Court asked the BMC to implement a scientific closure of the dumping ground in a few months. The civic body decided to set up a plant in 2014 while also floating a tender and inviting contractors to process 3,000 metric tons of daily waste.

However, the BMC couldn’t attract even one bid to handle waste on such a large scale. This is when the civic body finally decided to build smaller plants in 2018 and sent tenders out for the same, with the agency receiving a response for the third tender in May 2019. 

The contract says that the plant will be able to process 600 metric tons of garbage with the ability to generate 4 MW (Megawatt) of energy daily. It is further said that this plant will be implemented in 40 months.  

The civic body is expected to spend nearly ₹1,020 crores on this plant in Deonar. It is said that this treatment plant will be built on a “design, build, and commissioning” model. The appointed contractor will be tasked with operating the facility for a period of 15 years while the energy generated will be used by the BMC for its services.
