The Maharashtra Government on Thursday issued a set of guidelines to help stranded people including migrant workers and labourers to get them home and bring back students. 

The notice shared on the official twitter handle of CMO Maharashtra designated all district collectors as the nodal authorities for the movement of stranded people into or outside the state. The nodal authorities will also be responsible for the movements of people within the state. 

“For inter-state travel, the sending and receiving states or union territories shall consult each and mutually agree to their movement by road as also the schedule,” the guidelines issued by the Maharashtra government read. 

Moreover, the nodal authorities are expected to register the stranded people within their district. The detailed list of the stranded people shall be submitted to district collectors of the districts, where they wish to travel. 

“No movement shall be permitted into or outside the state of Maharashtra unless the group of stranded people has obtained a letter from the appropriate district collector or the director of the state disaster management,” the notification said.

“Similarly, no group of persons should be allowed to leave unless they have an appropriate letter from the state or district authority,” the guidelines read while stating that those who wish to move shall be screened.

Only those who don’t show any flu-like symptoms will be sent back with the government letter that they are asymptomatic while the symptomatic persons will be kept in the state. 

The guidelines further read that the asymptomatic persons coming in Maharashtra from other states will have to be screened and home quarantined on their return if there’s no need for institutional quarantine. 

A transit pass will be issued by the sending state or the district authority for the vehicles which will be used to carry stranded people and the route for the same will be fixed with specific validity along with the names of the passengers. 

This comes a day after the Union Home Ministry allowed the movement of stranded persons across the country amid the nationwide lockdown. This order comes after 36 days of nationwide lockdown which will end on May 3. In a circular, the Union Home Ministry has asked state governments to appoint nodal officers to facilitate the movement of people between states.
