Under the Mumbai Urban Transport Project Phase-3 and 3A (MUTP-3 and 3A), an allocation of INR 4,826 crore has been approved by the Railway Board and the State Government for the purchase of 238 air-conditioned local trains.
The implementation of this project is being carried out through the Mumbai Railway Vikas Corporation (MRVC). Unlike previous models that relied on external loans, the procurement of these suburban trains under MUTP-3 and 3A will be funded entirely by the Railways and the State Government.

Of the total cost, the State Government will contribute 50%, amounting to INR 2,413 crore. This proposal will also require approval from the Central Railway Board.
