The Brihanmumbai Municipal Corporation (BMC) is considering redeveloping 64 slum plots in Mumbai under a larger plan inspired by the Dharavi Redevelopment Project. Three months ago, the BMC decided to lease its own land to private firms to generate revenue. Now, it has issued an Expression of Interest (EoI) for slum redevelopment.
These plots were earlier reserved for different government projects. Now, authority expects that there should be no legal issues since the land belongs to the city body. The scheme will replace slum clusters with high-rise buildings.
These buildings will have two types of flats:
The number of sale flats allowed depends on:
1. Current development rules
2. Floor space index (FSI)
3. Project design.
How will the developers be selected?
Developers for each project will be chosen through tenders. The selected developers will need to manage every part of the project. This includes surveys, planning, getting approvals, construction, and even maintenance after the buildings are ready.
Public consultation will be held before starting work. According to BMC officials, these projects will follow the 2034 Development Plan. Only developers with past experience in slum redevelopment will be selected. All the land identified for these 64 projects is already owned by the BMC.
What agencies will be responsible?
On March 28, the state government announced that 228 slum clusters would be redeveloped across the Mumbai Metropolitan Region (MMR). Several agencies, including BMC, Mumbai Metropolitan Region Development Authority (MMRDA), Thane Municipal Corporation (TMC), and CIDCO, will handle the work. Out of the 228 projects, the BMC will carry out 64.
Some political leaders have reportedly raised concerns. Rais Shaikh, a Member of the Legislative Assembly (MLA) from the Samajwadi Party, said that the BMC does not have the skills needed to run such projects well. He said that these schemes focus only on certain areas instead of larger clusters.
