Although 47 of the 63 stalled schemes in Mumbai that have been allocated to the Brihanmumbai Municipal Corporation (BMC) have been decided to be implemented, only 21 of these schemes have received responses from developers.
Therefore, there is a possibility that these schemes will be implemented immediately. However, out of the remaining 26 schemes, 18 did not receive any response at all, while a single developer submitted tenders for eight schemes. Therefore, the BMC will re-tender for these 26 schemes. Instead of selecting the developer who offers the largest stock of affordable housing, the BMC has decided to give priority to the developer who offers the highest premium for the plot.
The responsibility for the delayed 228 housing schemes has been assigned by the State Government to various planning authorities and corporations, including:
Municipal Corporations – 78 schemes
MHADA (Maharashtra Housing and Area Development Authority) – 24 schemes
Mahatma Phule Renewable Energy and Infrastructure Technology Limited (MahaPreit) – 57 schemes
Maharashtra State Road Development Corporation (MSRDC) – 46 schemes
Mumbai Metropolitan Region Development Authority (MMRDA) – 5 schemes
City and Industrial Development Corporation (CIDCO) – 6 schemes
Maharashtra Industrial Development Corporation (MIDC) – 12 schemes
MahaHousing – 1 scheme
These schemes were to be implemented in joint partnership, and for this, the responsibility of the planning authority was entrusted to the SRA Authority. However, since the full responsibility for developing infrastructure lies with us as the local authority, the civic body had claimed that granting it the powers of a planning authority for the delayed housing schemes would help accelerate their progress. Accepting this claim, the State Government has granted the BMC the powers of a housing authority.
The civic body had issued public notices for 63 out of 78 schemes and invited expressions of interest from developers. The BMC has decided to appoint the developer through tender instead of implementing the project in a joint partnership. It has been decided to appoint a developer who will pay a premium of at least 25 percent more than the minimum premium to be paid to the municipality.
Accordingly, developers have responded well to 21 schemes. Developers have tried to get the benefit of carpet area by linking it with other schemes. The municipality will get money from these developers in the form of premium, not houses. Therefore, a municipal official said that this amount will be useful for the project of two thousand houses being implemented by the municipality for the project-affected people.

The developers who will provide houses to the slum dwellers and generate maximum revenue to the municipality through redevelopment will be selected. The financial tenders for 21 slum schemes have not yet been opened. Only then will the final list of developers offering the highest premium be prepared. The official also clarified that developers will be appointed in 21 schemes only after checking the financial capacity of these developers.
