The Brihanmumbai Municipal Corporation (BMC) is planning to appoint a Project Management Consultant (PMC) for the city’s first waste-to-energy plant at the Deonar dumping ground. The PMC will be responsible for the vetting of designs, supervision of construction, and dispute resolution.
This comes roughly nine months after the civic body hired a contractor for the proposed plant at Deonar. Despite the hiring of the contractor in November 2020, works on this plant are yet to commence as the BMC awaits the Environmental Clearance (EC) from the Ministry of Environment, Forest and Climate Change (MoEFCC).

The PMC will be tasked with managing the duties for a three and a half year period during construction, and up to 15 years after the construction for maintenance and operations.
When completed, the Deonar waste-to-energy plant will be capable of processing up to 600 tons of waste and up to 4 megawatts (MW) of electricity per day.
“Usually, the PMC is appointed during the planning stage of project but in this case they will scrutinize detail design plans and monitor the construction work,” a senior official from the Solid Waste Management Department said.
“The work order issued to contractor has clause that they can start the work only after securing EC. Hearing of public suggestions and objections has been completed. We are hoping to get the clearance soon,” the official clarified.
Citizens have opposed the construction of this new plant at Deonar due to the plant’s possible impact on residents of nearby areas. The locals’ grievances were heard during a public hearing conducted in April this year.
