
Redevelopment of the chawls located on Mumbai’s mill lands can now proceed rapidly. Deputy Chief Minister Eknath Shinde announced on Thursday in the Legislative Assembly that a decision has been taken to accelerate redevelopment projects that had been stalled for many years.
Many of the residential houses and chawls on mill lands are old and in dangerous condition. Therefore, their redevelopment has become essential, prompting this decision.
Shinde stated in his announcement that the government has decided to amend the regulations to encourage the redevelopment of old chawls on Mumbai’s mill lands. Special incentives will be provided for the redevelopment of old buildings and chawls on these mill lands.
Accordingly, the government has approved amendments to Regulation 35 (7)(A) of the Brihanmumbai Development Control and Promotion Regulations (DCPR) 2034, similar to other existing regulations, by completing the statutory process under Section 37(1)(c)(c) of the MR & TP Act. A notification regarding this amendment is being issued, Shinde added.
This reform will make the redevelopment of chawls on mill lands easier and will give a boost to pending redevelopment projects. Regulation 35 of the DCPR 2034 of the Brihanmumbai Municipal Corporation includes provisions for the development or redevelopment of mill lands. Clause (7)(A) of this regulation lays out provisions for the redevelopment of residential or residential-cum-commercial buildings/chawls situated on mill lands.
According to these provisions, eligible residents of old buildings or chawls on mill lands have the right to housing units during rehabilitation. However, the current regulations do not include provisions for incentivized Floor Space Index (FSI) or built-up area for developers/landowners to allocate rehabilitation space for residents.
Therefore, landowners and developers have been unwilling to undertake redevelopment projects for buildings/chawls on mill lands, Shinde stated in his announcement.
