The state government is in two minds with the waste generating from metro construction as they have no place to dump it. For the same, the government has started to dump debris in the sea nearby Cuffe Parade's Backbay Reclamation. They have plans to shut that area and to build a garden on 121 hectares of land. This project falls under 2014-2034 development plan of the Brihanmumbai Municipal Corporation (BMC).

It is being said that this move will affect fishermen who will not be able to carry out their traditional fishing business. Along with this, analysts believe that if this happens, areas such as Colaba and Fort might get flooded during rains.

The BMC has made two islands near Cuffe Parade's Backbay Reclamation where they are planning to come up with a garden.

The BMC has chosen two Institutes namely CSIR-National Institute of Oceanography and CSIR- National Environmental Engineering Research Institute, who will study the same and will submit the reports. The former company will study about the ocean, fishermen colonies and slums situated at the banks of Cuffe Parade-Nariman Point while the latter company will study about the rehabilitation of fishermen colonies.

As Backbay Reclamation falls under Mumbai Metropolitan Regional Development Authority (MMRDA), the former has given the No-Objection Certificate (NOC) to BMC.
