The central government has prohibited students below class 10 (or below 16 years) from being admitted to 'coaching centres'. The Union Education Ministry has announced guidelines for tuition to curb the rise in private tuition hawking and arbitrary management in the name of student suicide, competitive exams and entrance exam preparation.



Many cities across the country including Kota in Rajasthan are popular for private tutoring to prepare for competitive exams and entrance exams. There is constant criticism of the administration of teaching, which, without giving a break to the students, sets the benchmark for the examination without looking at the time. Due to the increasing suicides of students, the management of these teachings has been in discussion for the past two years and MPs raised questions about it in the session. In this background, the centre has tried to bind private tuitions within the framework of the rules. According to this regulation, there is a possibility that the large teaching classes which are running from the beginning will have to be closed. Therefore, the scope of tuition is likely to be limited to the preparation of admissions after 10th and competitive exams.

Enrollment has been made mandatory for courses starting or existing within the next three months. It is also clarified in the regulation that the state governments will be responsible for registration, verification, action and overall regulation. Also, it will be mandatory to publish the details of your tuition centre facilities, fees, teachers information, their qualification, counsellor details, syllabus, course duration, hostel details if any, fees etc. on the website. It has also been clarified in the rules that no examination should be conducted on a holiday.



Definition of 'Coaching Centre'
What should be called a 'coaching centre' or a teaching institution has also been defined in the regulation. Accordingly, if there are fifty or more students in a class for supplementing school, college or university curriculum, private tutoring for preparation of competitive exams or entrance exams, those institutions are called coaching centres. This regulation shall not apply to art, sports or similar training classes. There is no mention of home-based tuition in the rules either. Therefore, restrictions will not apply to home tuitions for students below 10th standard.



What's in the rules?

  • Only students who have passed the 10th examination and are above 16 years of age can enrol for the Coaching Center
  • Candidates who have passed minimum degree are appointed as teachers only
  • Mandatory appointment of Counselor in every Coaching Centre
  • Violation of rules may result in fine up to INR 1 lakh or cancellation of registration
  • Prohibit the toppers in the examination from putting up the plaques that they have studied in their own centres
  • Prohibition on assurance of position in merit list
