Param Bir Singh, the former Mumbai Police commissioner could have fled the country either by utilizing a fake passport or prior to the Lookout Circular (LOC) being proclaimed against him by the state, reported ANI on Tuesday when it cited investigating agencies.

According to accounts, the LOC was proclaimed against Singh in July which was two months post the former state police chief going on leave.

A senior official in conversation with ANI stated there isn’t any possibility for someone to cross the immigration point at any Indian airport if there is a LOC against them. Adding that when a LOC is issued, and a passport is put into the system to cross the immigration point, it is red-flagged, post which they are given over to the concerned authorities. The official was quoted by the ANI that the state government proclaimed a LOC against Singh after many FIRs were lodged against him.

The official is of the opinion that the only possibility of Singh leaving the country is through a forged passport. If Singh did manage to do this it could be done by him acquiring someone else’s ID along with his photograph. The official elucidated that several times those with forged passports get detained, but some manage to make their way through since the verification is computer-based with minimal manual interference.

These developments come amidst state home minister Dilip Walse Patil's comments last week that the Maharashtra government of the investigation agencies isn’t aware of Singh’s location. Elaborating on the rumours that Singh had gone to Russia, he said that whilst he did hear of this, as a government officer, Singh cannot leave the country without clearance from the government.

The former police chief is wanted in the investigation on the corruption claim he made against Anil Deshmukh, the former state home minister. He had also named Sachin Vaze, dismissed former Mumbai police officer in the same.

Singh was demoted following the Antilia bomb scare and Mansukh Hiren murder cases. Whilst he appeared before the National Investigation Agency (NIA) on April 7, he didn’t respond to summons after. Reports claim that he last attended office on May 4 after which he went on leave citing health reasons, subsequent to which he asked for leave extensions. Since then, he has been untraceable.
