The Union Ministry of Environment, Forests and Climate Change has notified rules regarding possession and breeding of exotic domesticated wildlife. These rules are framed under Section 49M of the Wildlife Protection Act, 1972. Accordingly, it has been made mandatory for the keepers of exotic animals protected under ‘CITES’ in category 4 of the 'Wildlife Protection Act' to register them.


The 'Wild Life Protection Act' has been amended in 2023. Accordingly, the exotic wildlife protected in the first category under ‘CITES’ was included in Category 4 of the Act. In 1963, IUCN, a council of the United Nations, established CITES. ‘CITES’ was entrusted with the responsibility of taking precautionary measures to prevent the threat to their existence due to international trafficking of natural resources including wildlife. In 1973, 80 countries, including India, accepted the membership of the Council by agreeing to the CITES Rules on Wildlife Trafficking. Keeping rare exotic animals is wrong. For this, various categories have been created in 'CYTC' and endangered exotic wildlife has been included in the first category.

The Union Ministry of Environment has notified the 'Living Animal Species (Reporting and Registration) Rules', 2024. According to this new rule, if any person or organisation in India keeps exotic animals protected under the first category of 'Sites', it is mandatory to register them. Registration within the next 6 months from February 28, 2024 is mandatory. These registrations can be done through the Environment 2.0 portal. After that, within the next 30 days, it is mandatory to inform the Principal Chief Conservator of Forests of the concerned state through the environment portal itself. It is also mandatory to record the transfer, hatching or death of these exotic wildlife in the environment portal. Due to this new regulation, the transfer and birth and death of exotic animals will be recorded.
