The data released recently by the National Crime Records Bureau (NCRB) for 2019 reveals that Maharashtra has one of the highest numbers of convicted and undertrial prisoners, who belong to other states in India. 

Maharashtra Navnriman Sena (MNS) chief Raj Thackeray, known for his “son of the soil” ideology, had earlier said that the number of migrants who take the law into their own hands is the highest in the state. 

According to an NCRB’s report, there are 4,675 undertrials inmates in Maharastra’s prison and the figure is one of the highest in the country as compared to any other states. Of these undertrial prisoners, 16 per cent originally are from other states. 

This means that Maharashtra has one of the highest numbers of undertrial prisoners who belong to other states followed by Uttar Pradesh with 3,470 undertrials. 11.8 per cent of the undertrials in UP originally belong to different states. Meanwhile, Delhi has 3,453 migrant undertrial inmates. 

As per the data, West Bengal has most of the inmates who belong to other states. In Maharastra, the number of migrant undertrial prisoners is 466 while the number for West Bengal is 576. 

Maharashtra ranks third in the number of undertrial prisoner with 27,557, but Uttar Pradesh tops the list with 73,418 undertrial inmates. In 2018, there were 3,23,537 undertrial prisoners in the country which increased to 3,30,47 in 2019. 

Experts say that there are two reasons for the highest number of undertrials in Maharashtra - a high crime rate of migrants and police’s ability to arrest the accused.
