The Mira-Bhayander Vasai-Virar (MBVV) Police Commissionerate has been ranked number one among all 11 police commissionerates in Maharashtra as part of the Chief Minister’s 100-Day Action Programme, a performance-based initiative introduced in January 2025. The announcement was made following a comprehensive assessment of progress across police units in the state, under a multi-point framework aimed at modernising governance and enhancing citizen services.

The 100-Day Programme, launched under the leadership of Chief Minister Devendra Fadnavis, was designed to accelerate administrative efficiency, technological adoption, and public engagement across government departments. Each police commissionerate was evaluated on ten performance parameters, including the integration of artificial intelligence in investigations, use of digital platforms for grievance redressal, website upgrades, infrastructure enhancement, and public interface improvements.

The MBVV Police Commissionerate, under the leadership of Police Commissioner Madhukar Pandey, emerged at the top with an overall score of 84.57%. Thane Commissionerate and the Government Railway Police followed in second and third places, respectively. Notably, the Mumbai Police—previously recognised at the 50-day milestone—did not feature in the top three rankings during this latest evaluation.

Key initiatives undertaken by the MBVV Police during the review period included the deployment of body-worn cameras, an AI-powered challan system, and a WhatsApp-based citizen communication channel that provides verified alerts on cybercrime. Police stations under the commissionerate also underwent significant infrastructural improvements, adopting a corporate-style facelift to create a more professional and welcoming environment for both personnel and citizens.

Other noteworthy innovations introduced as part of the reform agenda included the launch of smart electronic-beat patrol systems, the use of I-Bikes for real-time forensic evidence collection, and the implementation of QR codes for direct citizen feedback. Special attention was also given to vulnerable populations through initiatives such as Bal Raksha, a child-friendly policing model developed with support from UNICEF, and the creation of dedicated WhatsApp groups to remain in regular contact with elderly citizens living alone.

In the category of police districts—smaller units led by a Superintendent of Police—the Palghar district, under SP Balasaheb Patil, secured the highest score at 90.29 points, followed by Gadchiroli and Nagpur (Rural) police districts, both of which earned 80 points. Among police ranges, which comprise multiple districts under the supervision of an Inspector General, the Konkan Range achieved the highest performance rating.

The rankings were released as part of the state government’s broader effort to institutionalise performance-based governance and reward innovation within public service. Through the MBVV Police Commissionerate’s pioneering use of technology, citizen outreach, and infrastructure development, a model for effective and people-centric policing has been established.
