Under the 20 percent inclusive scheme launched by the state government in 2013, MHADA has so far provided only between 20,000 and 25,000 houses. As per the actual plan, it was expected that two lakh houses would be made available to various MHADA boards from nine municipal areas across the state.
However, due to lack of coordination between the municipality and MHADA and the greed of developers, the remaining houses have started to fall into disrepair, and thousands of houses for the poor have not been made available.
The state government had implemented the 20 percent inclusive scheme 12 years ago with the aim of making more affordable housing available to the economically weaker sections and making housing projects by private developers available to the general public. However, statistics show that its objectives have not been realised.
Against this backdrop, the state government has now made several important provisions in the new housing policy for proper and strict implementation of the 20 percent scheme. By implementing this provision, a goal has been set to provide five lakh houses across the state under the 20 percent scheme in the next five years.
Nature of the original scheme
According to this scheme, it was made mandatory to reserve 20 percent of the houses in housing projects on plots of land exceeding 4000 sq. m. in municipal limits with a population of 10 lakh or more, excluding Mumbai, for the economically weaker sections.
As soon as the commencement letter for such projects is received, the developer and the concerned municipality have to provide information about the project to the MHADA board. After that, the lottery for these houses has to be conducted within six months.

New Housing Policy
As per the new policy, this scheme will be applicable to all five Metropolitan Region Development Authority areas as well as municipal areas with a population of more than 10 lakh.
This includes Mumbai Metropolitan Region Development Authority (MMRDA area), Pune Metropolitan Region Development Authority, Nagpur Metropolitan Region Development Authority, Nashik Metropolitan Region Development Authority and Chhatrapati Sambhajinagar Metropolitan Region Development Authority, excluding Mumbai Municipal Corporation.
It is mandatory for developers to make complete information about the project available on the 'Maha Awas' app through the state government's State Housing Information Portal (SHIP) from the time of receipt of the commencement letter.
