The number of the Conciliation and Dispute Resolution Forum (CDRF), which is the preferred adjudicator for irate homebuyers, has been raised from 15 to 52 by the Maharashtra Real Estate Regulatory Authority (MahaRERA). To give home buyers a resolution as soon as possible was the forum's founding goal. It aims to settle conflicts between developers and house buyers in a cooperative manner.

MahaRERA has received 5,958 instances since the forum's launch in January 2018, and 1,749 of those cases—mostly from homebuyers—have had their grievances addressed.

Ten in the Mumbai Metropolitan Area and five in Pune comprised the 15 forums that existed as of January 2018. The 52 CDRFs can be found in Palghar, Raigad, Vasai, Thane, Kalyan, Navi Mumbai, Nashik, Nagpur, and Mira Road. There are now 533 pending cases with hearings scheduled out of remaining 4,209. As many as 32.36% of real estate buyers benefited from Thane's 201 case resolutions, Navi Mumbai's 169, and Palghar 105.

Due to the fact that matters must be resolved within 60 days, and in extraordinary cases, within 90 days, the conciliation forum approach is preferred. If not, it can take months or even years to resolve a matter.

In the initial phase of the lawsuit, the buyer of the property has the option to choose a resolution through the Conciliation Forum. The MahaRERA chairman, Manoj Saunik, stated that this option is only chosen if both sides are prepared to move forward. The complainant may choose to reapply to MahaRERA if there is a deadlock. The cases' merits and rights are still unaltered. The Forum is becoming more and more well-liked because of the versatility it offers.

During the initial hearing, complainants are offered the opportunity to have their concerns settled through the conciliation forum while maintaining all of their rights, said officials from the MahaRERA who explained the procedure. The complaint is sent to the forum only with the complainants' permission.

Only when both the complainant and the respondent accept the terms and conditions of the settlement is the matter considered concluded. After all parties have agreed upon the conciliation success report, it is presented to MahaRERA for a hearing, and orders are then issued about it. As the grievance cannot be dismissed without the complainant's approval, the complaint may pursue remedies from MahaRERA in the event that the settlement terms are not satisfied. The right to file a complaint is intact, and MahaRERA considers the issue on its initial merits before hearing it. A growing number of complainants, especially apartment buyers, are responding to the mediation forums as a result of this buyer-centric approach.

The Forums, which are made up of representatives from consumer bodies, developer self-regulatory organisations (there are currently six such organisations; three are actively involved in this initiative, and efforts are being made to recruit the remaining ones), and the complainants themselves, are not attended by any MahaRERA officials. The proceedings are held virtually. In Gujarat, Uttar Pradesh, Haryana, Bihar, Madhya Pradesh, Rajasthan, and Telangana, the model has been duplicated.
