Initially, during Congress-NCP government's regime, a policy was drafted, according to which, it was decided that the government would distribute a total of the land area of mill premises equally to Brihanmumbai Municipal Corporation (BMC), MHADA and mill workers.

But, the former government divided the remaining land and not the actual land, alleged Maharashtra Chief Minister Devendra Fadnavis.

Fadnavis added that they did the same about Kamala Mills which in turn boosted illegal construction. He announced that he will take action against those who are responsible for this policy while replying to Mumbai BJP president Ashish Shelar and BJP MLA Atul Bhatkhalkar’s questions on Kamala Mills fire incident.

The CM announced that along with Kamala Mills, other mill premises will be inspected by a committee which will be headed by retired Justice of Mumbai High Court, former secretary of Urban Development Department and architect.

According to the policy prepared in 1999, it was decided that 30 per cent of the total land area will be handed over to MHADA, 30 per cent to BMC and 30 per cent to mill workers.

However, in 2001 the policy was changed and a decision was taken to use one-third of the available free land instead of the total land area. Fadnavis accused that because of the opposition, MHADA did not receive one-inch of the land. 

Fadnavis further said that those who have violated the FSI which belonged to information technology then it will be inquired. He added that post-Kamala Mills fire incident, the BMC has taken up a huge step to take action against those who violate the rules.
