On Thursday, June 16, the Mumbai Traffic Police reportedly issued an advisory apprising citizens that vehicle manufacturers were bound by law to offer them two helmets while selling them two-wheelers. This move is predicted to be in line with the police's recent decision of making helmets compulsory for pillion riders as well.

Earlier on June 9, the police made it mandatory for pillion riders to wear helmets and commenced prosecuting flouters under the provisions of the Motor Vehicles Act. Nearly 2,500 to 3,000 offenders are being fined INR 500 daily

Based on reports, the traffic police on Thursday issued a release highlighting that under section 138 (4) (f) of the Central Motor Vehicle Rules 1989, the manufacturer should provide two helmets to the buyers during purchase. 

According to accounts, Mahesh Patil Additional Commissioner of Police (Traffic) elaborated on how the manufacturers are supposed to submit letters to the RTOs certifying that they have offered helmets to the buyers of two-wheelers. He added that if this is not done, citizens have the right to register a complaint with the RTO. Following this, action can be taken against the dealers which would cancel their licenses. 

Pillion riders were given 15 days to arrange for helmets before punitive action was commenced. Since then, the police have issued repeated reminders by means of their official social media accounts.
