On Friday night, the Uddhav Thackeray-led Maharashtra government announced a fresh order that has details new multi-tiered guidelines in a bid to break the chain of COVID-19 transmission.

As the coronavirus cases are going down in various districts across the state, the lockdown restrictions will be eased on the basis of COVID-19 positivity rate and availability of oxygen beds. The order will come into effect from Monday, June 7.

This comes a day after the Maharashtra government took a U-Turn after announcing the five-phase unlocking process from June 4.

“There shall be five levels of restrictions for different classes/categories of activities. These levels of restrictions shall be applied based on two parameters: Case positivity rate and Percentage of Oxygen Beds Occupancy”, the order stated.

As per the government 5-level plan, districts and cities falling in ‘Level 1’ will have the minimum restrictions, while lockdown-like curbs will continue in areas under ‘Level 5’. The 18 districts, including Thane, that fall in level one will see complete unlocking from June 7.

Districts that fall in the level 2 category will reopen partially.

It was earlier mentioned that Mumbai falls in Level 2 but later BMC clarified that it actually is at Level 3. Even Mumbai Mayor Kishori Pednekar on Saturday said that the city falls under level three area and a final call on lifting the curbs will be taken by the district administration.

"Districts of Maharashtra have been put under five levels as per positivity rate and bed occupancy. Mumbai is under level three, so local trains will continue to operate for essential services workers. The final decision on lifting the curbs will be taken by district admin," Pednekar told ANI.

Here’s the list of things allowed:

As per the orders, in Level 1 districts, all shops, malls and PVRs can resume their operations. Theatres, gyms, salons, gardens will be fully operational. Private and government offices can operate with 100 per cent capacity. Buses will be allowed to operate with 100 per cent capacity. Moreover, there will be no limit on attendees for public events or wedding ceremonies.

In Level 2 areas, malls and theatres can operate at 50 per capacity. Restaurants will be operating at 50 per cent capacity for dining in. All private offices can open, and both government and private offices can have 100 per cent attendance.

While public spaces will operate regularly, social and cultural gatherings will take place with 50 per cent capacity.

Timings have been announced for sports, with no restrictions for outdoor games. Indoor games may be undertaken from 5 am to 9 am and from 5 pm to 9 pm. Marriages can take place with 50 per cent capacity of the hall and with a maximum of 100 people. Funerals can take place normally and meetings elections and the like can occur with 50 per cent capacity.

In Level 3, shops dealing with essential items can open till 4 PM, while those selling non-essential items are permitted till 4 PM on weekdays. Malls, theatres will remain shut in Level 3 districts.

Which districts fall under what phase?

Level 1: Thane, Aurangabad, Latur, Nanded, Jalna, Parbhani, Buldhana, Nashik, Jalgaon, Dhule, Nagpur, Bhandara, Gadchiroli, Chandrapur, Gondia, Wardha, Washim and Yavatmal.

Level 2: Ahmednagar, Amravati, Hingoli and Dhule.

Level 3: Akola, Beed, Palghar, Ratnagiri, Kolhapur, Mumbai, Osmanabad, Sangli, Satara, Sindhudurg and Solapur districts.
