In the wake of the Assembly election dates being announced on October 15, the state government has rescinded 111 government resolutions (GRs) and tenders that were issued after the declaration. The move comes in compliance with the Election Commission's model code of conduct (MCC), which prohibits governments from introducing new projects or policies that could influence voter behavior during election periods.
Suspension Amid Opposition Scrutiny
Alongside the withdrawal of resolutions, the government has decided to temporarily suspend the Mukhyamantri Yojanadoot scheme. Opposition parties had raised concerns over the scheme, prompting the chief electoral officer to initiate a review. The government clarified that it had already informed Yojanadoot appointees they would not function as government representatives while the MCC was in effect. However, after opposition parties questioned the scheme's timing during a press conference, the decision was made to put the program on hold. Officials indicated that the scheme may be revisited post-election, depending on the policies of the incoming government.
Yojanadoot Scheme
Hindustan Times mentioned that the Yojanadoot scheme, launched in June, was a key recruitment initiative by the state government aimed at appointing "Scheme Ambassadors" to promote various government programs at the grassroots level. The state received 250,000 applications, offering selected candidates a monthly stipend of ₹10,000. Appointment letters were issued to 574 candidates, with plans to recruit a total of 50,000 ambassadors, one for each village and ward, for a six-month term. Recruitment in areas with only one application had been completed, while the selection process for other regions was still underway at the time of the scheme’s suspension.
EC Seeks Clarification
The state branch of the Election Commission of India (ECI) has sought an explanation from the government regarding several GRs and tenders issued after the announcement of election dates. As part of this inquiry, the state’s chief electoral officer has submitted a detailed report to the ECI. The review of these resolutions and tenders is currently ongoing, and the findings may influence the course of future government decisions as the state heads into elections.
