In order to prevent communal violence or riot-like situation, the Mumbai Police have prepared a list of elements over the use of loudspeakers at religious places. These developments came at a time when the loudspeaker issue is brewing political controversy in the state.

Elaborating further, the city police said that they have started responding to loudspeaker-related complaints. Moreover, preemptive action is also being considered against those who have a prior history of being involved in communal riots and violence.

Here are the guidelines:

  • In accordance to Supreme Court’s noise pollution directives, loudspeaker and honking is banned between 10 pm to 6 am.
  • Loudspeakers will not be allowed on mosques and temples that have been built illegally.
  • Using loudspeakers will not be allowed in silent zones.
  • Action will be taken against illegal loudspeakers and violators of the rules in accordance with all the existing norms including sections 33w and 135 of the Maharashtra Police Act, under which loudspeakers violating the rules will be confiscated and also fines will be imposed.

According to the police official, notices have been sent under sections 144, 149, and 151 of IPC to those flouting the rules. However, the drive is expected to accelerate in the coming days.

Meanwhile, a day earlier, Mumbai police, in its survey, found out that nearly 72 per cent of the mosques in Mumbai are keeping their sound very low during their early morning call for prayers (azaan) to comply with the noise pollution rules. While, many mosques in the city have stopped using loudspeakers.

For those unversed, Raj Thackeray-led Maharashtra Navnirman Sena (MNS) has warned that it will perform Maha Aarti and play Hanuman Chalisa in front of mosques if the loudspeakers on top of masjids are not silenced by May 3.

Owing to this, political parties and leaders are seen engaging in a scuffle in this matter.
