Lockdown 5.0: These restrictions have been imposed in Mumbai, Pune, and other parts of Maharashtra

The government has issued directions to extend the lockdown in the entire state of Maharashtra till June 30 midnight and the directions have been issued with amendments to operationalise ‘Mission Begin Again’ for lifting lockdown restrictions.

As the fifth phase of lockdown starts from June 1, the Maharashtra government on Sunday released the revised guidelines for lockdown 5.0 while easing restrictions and initiating phase-wise opening. The government has issued directions to extend the lockdown in the entire state of Maharashtra till June 30 midnight for containment of COVID-19 pandemic. The directions have been issued with amendments to operationalise ‘Mission Begin Again’ for lifting lockdown restrictions. 

As per the guidelines, only essential activities will be allowed in the containment zones and no movement inside or outside the demarcated containment zones will be allowed except for medical emergency and for supplying essential goods. 

Meanwhile, in red zone areas including Mumbai Metropolitan Region (MMRD) and Pune, the state government has permitted additional activities with restrictions and in phases. 


Prohibited activities: 

  • Schools, colleges, educational, training, coaching institutions etc.
  • International air travel of passengers, except as permitted by MHA.
  • Metro Rail.
  • Passenger Movement by trains and domestic air travel unless specifically allowed through separate orders and standard operating procedure (SOP)
  • Cinema halls, gymnasiums, swimming pools, entertainment parks, theatres, bars and auditoriums, assembly halls and similar places.
  • Social political sports/ entertainment academic/ cultural religious functions and large congregations.
  • Religious places/ places of worship for public
  • Barber Shops, Spas, Saloons, Beauty Parlours.
  • Shopping Malls, Hotels, Restaurants and other Hospitality Services.
  • Easing of Restrictions and opening up for these activities will be done in phased manner along with Standard Operating Procedures/Guidelines

Restrictions in Phase I: 

In Phase I, the outdoor activities in the red zones, except containment zones, have been allowed. As per the guidelines, individual physical exercises have been permitted in open spaces including beaches and playground between 5:00 AM to 7:00 PM. However, no group activity and long-distance travel for physical exercises have been permitted. Moreover, in phase I which will be effective from June 3, all government offices except those providing essential services will operate at 15 per cent strength. 


Restrictions in Phase II: No long-distance travel for shopping

In Phase II which will take effect from June 5, all markets, market areas and shops - except malls and market complexes - will be allowed to function on the odd-even basis on certain conditions. This means that the shops on one side of the road are to opened on odd dates while shops on the other side on even dates from 9:00 AM to 5:00 PM. The guidelines state that the use of trial rooms in shops will not be permitted to prevent the spread of COVID-19. The shops will be responsible for ensuring social distancing norms and the authorities will shut down shops and market which fail to ensure the same. 

People are advised to walk or use cycles for shopping purposes and to visit nearby markets. No long-distance travel for non-essential items will be permitted and the use of motorised vehicles for the same will be strictly discouraged, the guidelines read. 

The taxis, rickshaws and four-wheelers are allowed to have only three people including the driver for essential work while only one person is allowed on a two-wheeler. 


Restrictions in Phase III: No Inter-district bus service

In Phase III which is effective from June 8, all the private offices can operate with up to 10 per cent strength while remaining persons can work from home. All employer will take sensitisation programs to educate the employees to take precautions so that there is no spread of the coronavirus.  In the rest of the state, all activities which are not explicitly prohibited or banned in the entire state of Maharashtra will continue to be permitted. Moreover, intra-district buses in these areas will be allowed with a maximum of 50 per cent capacity per bus while practising social distancing. However, no inter-district bus services will be permitted.
